The scheme was first introduced in 1985 by Rajiv Gandhi with the objective of constructing houses for the economically weaker sections of society. It is a  sub-scheme in which rural landless people get an employment guarantee under the rural landless employment guarantee programme, which was launched by the ministry of rural development. The main motive of the Indra Aawas Yojna was to provide grants for the construction of houses for SC, ST, free bond labour, and people below the poverty line.

In 2016, the Indira awas Yojana was reconstructed as the Pradhan Mantri awas Yojana Gramin. Recently, the union cabinet approved the continuation of Pradhan Mantri Awas Yojana Gramin for the next 3 years, until March 2024.
The scheme was started in 1985 as a part of the rural landless employment guarantee programme, Indira Yojana, in 1989, and operated as an independent scheme from 1996 itself.  Major objective of IAY

The major objectives of the Indira Awas Yojana are the following:

  • Providing support for the construction of houses in rural areas
    Support the house’s construction with adequate provisions and procedures, which also include the workplace within the house.
    Designing the house according to the request and requirements of the dweller

This scheme promotes technology, and along with this, it helps generate employment to maintain sustainability in society. It also empowers and encourages panchayats to take a lead role at village level in the implementation of this housing scheme.

 Salient features of  IAY

The salient features of the Indira Awas Yojana are listed below:

  • Joint ownership, in which the houses provided by the scheme would be under the names of husband and wife mutually, except in the case of an unmarried widow or divorced individual.
  • The house construction should be carried out by the beneficiary alone; there would be no contractor for this, and if the beneficiary hired any contractor, then the benefits of the scheme would be drawn out by the government.
  • Support in the form of technical and managerial guides would be provided to the Indira awas Yojana houses, and the services of charitable organizations, reputed NGOs, and youth clubs can also be utilized to provide necessary support to the beneficiaries.
  • The house should be eco-friendly and environment-friendly, for which the state government would improvise houses with facilities such as water, internal and approach roads, , drainage, street lighting, and social infrastructure amenities in the slum areas.
  • Beneficiaries for the scheme will be selected based on the data from the Socio Economic and Caste Census (SECC), conducted in 2011. This data will be used to identify and prioritize the eligible individuals for the housing assistance program.
  • To ensure proper implementation and quality construction, beneficiaries will receive technical assistance during the house construction process. This support aims to guide and facilitate the construction process, ensuring that beneficiaries have access to the necessary expertise.
  • The project will be implemented and monitored through e-Governance models, which will involve the use of technology and digital platforms to streamline the process. Additionally, community participation, along with the involvement of Central and State Government officials, Members of Parliament, and National Level Monitors, will ensure effective monitoring and oversight of the scheme.
  • In order to facilitate the construction process, willing beneficiaries can avail themselves of a loan of up to Rs. 70,000. This financial assistance will aid them in meeting the expenses associated with the construction of their houses.

 Vision for PMIAY

The main vision for the scheme is to make people self-reliant by giving them a home and helping them stabilise themselves in employment as well. Housing is a very basic requirement for human survival. For any normal citizen, owning a house provides significant economic and social security and a major status in society. For a shelter-less person, a house brings profound social change and gives him an identity in society. Under this programme, financial assistance is provided for the construction of houses for all houseless and household dwellers, and this game will be implemented throughout India except Delhi and Chandigarh. The cost of the house would be shared between the center and the state, respectively. The major target for the Indira Yojana scheme is the construction of 2.95 crore houses with all basic amenities by the year 2022, which is extended until March 2024.

Target for IAY

The target for the Indira Yojana scheme is rural training with the objective of improving the quality of life and workmanship in the construction of houses, increasing the availability of skilled masons, and enhancing the employability of such masons.

Special project under IAY

Under this scheme, Centre will provide the find, which would be further used for the following purposes:

  • Rehabilitation of rural families who are below the poverty line
  • Providing settlement for vulnerable tribal societies
  • Providing settlement for liberated manual scavengers and freed bonded labourers
  • Providing settlement, two families were covered under the Schedule Tribe and other traditional forest dweller acts.
  • Rehabilitation of houses and people who are affected by occupational diseases
  • Settlement of families was required to relocate from districts
  • Demonstrates new technology with a focus on the environment and eco-friendly technology at an affordable range.

 Scheme Implementation of IAY

For implementation of Indra aawas yojna, Zola parishad will have this responsibility, and in those states in which there is no presence of Zila parishad, the concerned authority, such as the panchayat, would have the equivalent of the same responsibility and should take over it.The implementation of the Indira Awas Yojana was the responsibility of the Ministry of Rural Development at the national level. State governments, in coordination with district-level officials, were responsible for the execution and monitoring of the scheme.

CONSTRUCTION TIMELINE of IAY scheme

Under the scheme, eligible beneficiaries received financial assistance in the form of a grant from the government where the amount will be varied depending on the location and the type of assistance required.

  • First Stage (Initial Level of Construction) 9 months from the day of receipt of the first installment
  • Second Stage (Completion of the Project): 9 months from the day of receipt of the second installment.

PERFORMANCE OF IYA SCHEME

55% of the construction target is complete, with 2.8 crore houses to be built for the rural poor and less than 1.27 crore by 2021.Money has been sanctioned to almost 85% of beneficiaries, and the scheme has helped in employment generation in many states during the lockdown as well.
